This is a known limitation in the ArcMap export pipeline. See https://support.esri.com/en/technical-article/000008590 for more information and how to work around the issue.解决办法
- Use any other format than EMF such as JPEG, BMP, PNG, etc.
- Use ArcGIS Pro for exporting the EMF.
