There is corruption in the geodatabase attached to this defect; specifically, the dbtune repository table is blank. ArcMap or ArcGIS Pro does not crash after restoring the values to the dbtune table.解决办法
Create a new enterprise geodatabase and migrate the data from the SewerGIS database to the new database from ArcMap.
