Disabling administrative access through the web adaptor causes the web adaptor to block all requests that involve the word 'admin' and not just requests to the server admin API.解决办法
- Unregister the ArcGIS Web Adaptor server.
- Go to ArcGIS Web Adaptor server configuration page.
- Reconfigure with the same server and keep 'Enable Administrative Access' checked.
- Repeat the workflow from Steps to Reproduce and will now be able to create the item.
