解决办法

Make sure the symbology defined in the symbol collection is used in the annotation layer. SymbolID value must be equal to or greater than 0.

The user can create a new symbol in the symbol collection which is matching the symbology used in the layer and update the SymbolID to the newly created symbology ID. This ensures the SymbolID avoids getting the "-1" value.
