ArcGIS server at 9.3 supports WFS 1.1. Most 3rd party (non ESRI) WFS clients currently support WFS 1.0. ArcGIS Server 9.3 Service Pack 1 now supports the WFS 1.0 to assist with interoperability. The WFS 1.0 support is read only and does not support transactions.
