This issue was submitted for the .NET Web ADF which is no longer being developed.

解决办法

Based on my testing results, we are able to check out AGS 10.1 license from a WCF service. The key is the WCF Service must be deployed to the IIS and also ensure to disable 32 applications in the IIS App pool. Running/debugging the WCF service from Visual Studio will not work. I don’t know why, but this is what I learned based on my testing results.
