Visual Studio Express editions (for Windows Desktop and for Windows 10) do not currently support Visual Studio Extensions (VSIX). To work with Visual Studio Express editions please reference the Esri.ArcGISRuntime.* NuGet packages via NuGet.org via the NuGet Package Manager within Visual Studio Express.重现步骤
