This issue is not reproducible in the latest version of ArcGIS Pro 3.0 with ArcGIS Enterprise 10.9.1 and 11.0.

解决办法

Use the Duplicate Parcels tool to copy the parcels from one parcel class to the other, and merge them since there does not seem to be any issue merging parcels within the same parcel class.
