The Maplex label engine will use many more strategies than the standard label engine to attempt to fit labels in the available space. These additional fitting and placement strategies are magnified with maps containing tens of thousands of small features that cannot be labeled in the available space with the specified text symbol font size.

解决办法

When mapping datasets containing features too numerous and small to be labeled at the current map extent and scale, use some of the following strategies to reduce the time that Maplex spends labeling the map.

In the Fitting strategies tab of the Maplex position settings, set a minimum feature size to skip features that are too small to be labeled.
Build a query expression for the label class that limits the labeled features to a subset of features based on feature size or other attributes.
Change the reference scale of the map to a scale suitable for placing labels that fit the small features.
