This has been fixed in ArcGIS Pro 2.2 and ArcGIS Server 10.6.1.解决办法
Use 0 code values for the first subtype.Create subtypes / field assignments using ArcGIS Pro, then publish using ArcGIS Desktop for further editing of feature services in ArcGIS Pro. This however doesn't fix previously published or existing feature services.重现步骤
