漏洞
ArcGIS Online hosted tile layers do not respect the visibility range set in the feature's settings when opening in Map Viewer. The visible range is locked to the scale on which tiles are built. This is inconsistent with the behavior of tile layers in Map Viewer Classic.

This is as designed with ArcGIS API for JavaScript 4.x and does not do over sampling of tiles.解决办法
- Use Map Viewer Classic.
- Build all tiles for all levels.
