ArcGIS GIS Server writes a statistics file in the default location (C:\arcgisserver\directories\arcgissystem\statistics) after upgrading from 10.2 to 10.3, even if the directory was set to a different location (D:\arcgisserver\directories) before the upgrade.

This issue will not be addressed because it is specific to upgrades to ArcGIS GIS Server 10.3. The issue will not be present with an upgrade from a pre-10.3 version to 10.4 for the same workflow.
解决办法
Edit the statisticsDir field in the arcgis-logsettings.json file in the config-store with the correct path. This can be done immediately after the upgrade.
Update the statistics lifecycle file in the directories/statistics directory <machineName>lifecycle.dat-l with the entries in the lifecycle file in the default path.
