This issue is not reproducible with the ArcGIS Enterprise version 10.8.1 services. Please contact Esri Technical Support if the issue persists in a supported release.解决办法
- Make sure to select all layers from the ArcMap workspace before publishing.
- Publish directly to ArcGIS Online as hosted layers. (This works even if the layer's checkbox is not checked in ArcMap before publishing).
