This issue is not reproducible in ArcGIS Online with the provided dataset. If the issue occurs, contact Esri Support Services as additional information is required for further investigation.解决办法
For the Form to update, create the Form for each layer when they are not grouped and then group them. If changes are needed to be made to the Form, ungroup the layers.
