There was an issue with using SQL queries on the result of a join. This issue is fixed in the June 2024 update of ArcGIS Online.解决办法
Until this is fixed, consider writing the join output to a new feature layer and using that as input to the data pipeline to continue the rest of the workflow. The 'Filter by Attribute' tool works on the resulting feature layer.
