The ArcGIS Hub team is currently working on improving the robustness of the download system as well as improving the clarity and granularity of download errors. After re-testing downloading of the example items attached to this case, the issue is not reproducible, and downloads are completed properly. However, even though the cause of the error may vary, the frustration caused by the issue is recognized and the issue is intermittent. Therefore, it is recommended that customers work with support to create a new case based on specific items.
For additional context, the cause of generic “API Error” message immediately present when opening the download panel is because the item is not found in the ArcGIS Hub search index. All sharing control changes are accurately picked by the ArcGIS Hub backend. When a generic “API Error” is displayed after a download file generation process starts, the likely cause is that the ArcGIS Hub download system ran into an error making repeated batch queries to the underlying service. It is ensured that the ArcGIS Hub system better handle cases where the service is not reachable and chokes after repeated requests. When the issue is not resolved on the ArcGIS Hub backend, it surfaces a more appropriate actionable error message.
解决办法
Change the sharing controls on the item to unshare the item and then re-share the item publicly. This alerts the ArcGIS Hub backend system that an item has changed and ensures that the ArcGIS Hub search backend properly indexes the item.
