解决办法

1. Publish the service as a map service.2. In ArcGIS Server Manager, go to the Service, and click Capabilities.3. Check 'Feature access' and click 'Save and restart'. The service restarts and in REST, the feature service for the XY event layer is created and it is possible to query it successfully.
