An ArcGIS Geoprocessing (GP) model built with ModelBuilder, which includes custom Python code, fails with the error "The parameters need repair." after being published as a GP service.

The issue does occur only when publishing from ArcGIS Pro 3.4 to ArcGIS Server 11.3.
