After restoring a lost connection to the License Manager, ArcGIS Pro forces the project to shutdown and only allows the user to save or not save the changes, without allowing the option of cancelling the shutdown and using the re-established License Manager connection.

This is by design. When ArcGIS Pro loses connection to the license manager due to network issues, license manager stopped/failure, etc., ArcGIS Pro displays a toast message every 2 minutes for 60 minutes. If rectified in withing the time span, ArcGIS Pro reconnects automatically and resume as expected. Else, a second message dialogue is displayed in which the user is provided an option to save, don't save and cancel. ArcGIS Pro does not make an attempt to reconnect after 60 minutes and must close.
解决办法
Allow ArcGIS Pro to shut down by selecting Yes or No when prompted to save changes to the project.
Restart ArcGIS Pro and it will be connected to the License Manager.
