The issue is reproducible only in ArcGIS Pro 3.1. The issue is not reproducible in ArcGIS Pro 3.0 and prior.

解决办法

There is a new option in ArcGIS Pro 3.1 to use CIM symbols if the web layer is to be used in clients that support drawing it. Check the Use symbol types compatible with all clients check box to use web symbols instead of CIM symbols.
