After executing server object extensions (SOE) asynchronously, the ArcSOC process ID persists in the Windows Task Manager even after the map service is stopped.

This is an unsupported workflow. Executing an SOE on a separate thread asynchronously would be considered multi-threaded programming with ArcGIS Enterprise SDK classes.
