Adding a WFS layer as a new item to the ArcGIS Enterprise portal adds the first sublayer as the new WFS layer regardless of which layer is selected.

Add the WFS layer directly to the Map Viewer. This, however, needs to be done every time a user wants to use a specific WFS layer and the end users do not necessarily know the URL of the WFS they want to work with.
