This issue has been documented and has existed since ArcMap. An information banner is provided on the tool dialog announcing the definition query will be applied.解决办法
Modify the definition query from the input layer:
1. Open the Contents pane > Right-click the input layer and click Properties.
2. On the Layer Properties window, click the Definition Query tab.
3. Alter the definition query or disable it by clicking the green check box.
