A web tile layer published from a cached dataset fails to switch to a dedicated instance and returns the error message "Could not Create object esriCarto.MapServerObjectFactory".

Tile layers (hosted or created using cache datasets) cannot use dedicated instances. These services do not use any SOC and just use TileHandlers to render cache content. In the new generation ArcGIS Server we will provide better UI to show this.重现步骤
