A warning message regarding unreached location is returned in Traveling Salesman Problem (TSP) in ArcGIS Network Analyst 10.8.1 when the 'U-Turn at Junctions' property is set to 'Allowed Only at Dead Ends' or 'Allowed Only at Intersections and Dead Ends'.

This is a data problem. Both unreached stops are non-traversable elements. Both get located on the end of one-way streets where the other roads are restricted and as a result, cannot be reached or cannot return back to reach other stops. As a result, they are excluded from the final solution.
We do not have more sophisticated logic to find even further away streets on which to locate the stops that are not only traversable and are guaranteed to be connected to other traversable streets all the way to one or more other stops.
The user needs to make some of these streets unrestricted if they want to be able to route to those locations.
