A hosted feature layer published from a CSV file sets incorrect decimal separator for numbers with three decimal places when using comma separator and German Region for an ArcGIS Server account.

This issue is fixed in ArcGIS Enterprise 10.9.1.解决办法
- Use an OS region format that specifies a point as the decimal separator (English, German, Switzerland).
- Use an input table that uses a point as the decimal separator.
- Use XLSX as input.
