A basemap does not show the village name for the city of Noordoostpolder in Netherlands as it is showing a land record (Kavel B61 and Kavel C90) at the zoom level of 12.

The missing town names are not shown by design.
The towns listed as missing at L13 (Creil and Espel) are very small towns. These are multi-scale basemaps and for Street and Topo, these town classifications don't display until level 14, although other features (such as the land records) do display at smaller scales.
There are other towns in this vicinity that also are not on at level 13: Bant, Rutten, Tollebeek, Nagele, etc. because their population/classification are not specified to display until one more larger scale. The decision to not show these smaller towns at smaller scales was made by looking across the entire map, not just in Netherlands. If we were to show these smaller towns, it is our cartographic opinion that the maps would become too cluttered at these smaller scales. They do show at larger scales by design.
An alternative solution is that the user can add a 'Map Notes' layer of text and place the desired town names as they wish. The scales that the map notes layer displays can be limited to turn off when the town labels come on in the basemap.
