When the 'Synchronize map locations' option is turned off, editing a bullet in a Story Map Series web application without changing the 'Location' setting changes the extent of the current map in the series.

Esri is focusing the development effort on the current-generation ArcGIS StoryMaps product (https://www.esri.com/en-us/arcgis/products/arcgis-storymaps/overview) and has announced that its classic storytelling templates (https://storymaps-classic.arcgis.com) will gradually be moved to 'extended support' and then 'mature support' over the next few years (https://www.esri.com/arcgis-blog/products/arcgis-storymaps/announcements/updated-classic-story-map-timeline/). For the definition of extended and mature support and the other lifecycle phases of Esri’s products, see Esri’s Product Lifecycle Support Policy (http://downloads2.esri.com/support/TechArticles/Product-Life-Cycle.pdf). ArcGIS StoryMaps is being developed with modern technology and design patterns and the benefit of years of feedback received from the storytelling community about Esri’s classic storytelling templates.
