Erro
When setting the elevation level to a small value in an ArcGIS Pro local or global scene, the value changes to a bigger value.

This is as designed due to the implementation of the 'keep the camera above ground' setting. This is to ensure the camera stays above the surface when panning or zooming around. To get the camera closer to the ground, or to go below the surface, check the Navigation Underground checkbox option on the Elevation Surface, from the Appearance contextual ribbon tab that is shown when the 'Ground' elevation surface is selected in the Contents pane for the active 3D view.Etapas para Reproduzir
