When a referenced map service is initially published to a multi-machine ArcGIS Server site, the layer metadata is consistently missing from the REST endpoint of one or more ArcGIS Server machines.

Solução Provisória

1. In the ArcGIS Server Administrator Directory, perform the clear operation: https://developers.arcgis.com/rest/enterprise-administration/server/handlersrestcacheclear/.
2. In ArcGIS Server Manager, locate the map service through the 'Services' tab and select ‘Save and Restart’.
3. After the map service restarts, the metadata such as the service description and keywords are always visible when refreshing the REST endpoint.
