When a publisher connection is made to a stand-alone and secure ArcGIS Server with credentials stored in the file, and a locator is added from the connection, the connection shows as invalid and not usable in the Locate pane. If the connection is made without credentials, and the locator is added to the project, the locator is valid.

In the Catalog pane, right-click the ArcGIS Server Connection and select Properties.
Change the Type to 'User Connection'.
Click OK.
Right-click the locator and select Add to Project.
