Erro
Using Zoom To in an attribute table for a point feature only increases the map scale to the next zoom level instead of to the expected scale.

This behavior is a known limitation. Point locations do not have an extent to be used to 'fill' the view as they only have a single XY(Z). Users are able to center the view and adjust the current scale. For a better experience, zoom in to the map manually to a good scale for the layer before zooming in to a single point feature. Use Pan To for individual points.Solução Provisória
Use Zoom To Selection in the Navigation group on the Map tab of the ribbon.
