Users registering for a new community account are not automatically added to the followers group when the Follow button is used to follow an ArcGIS Hub initiative.

This issue has been fixed.Solução Provisória
Remove the additional Follow button and use the default Follow star icon to follow an initiative and sign up for an account. This automatically assigns the newly created account to the followers group without any additional steps.
