Note that ArcGIS 10.8.2 is the current release of ArcGIS Desktop and will enter Mature Support in March 2024 (https://support.esri.com/en-us/products/arcmap/life-cycle). There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Solução Provisória

Steps:

Open the File Explorer or the command prompt and navigate to C:\Users\username\Documents\ArcGIS\AddIns\Desktop10.4
1. This will have the Military Tools for ArcGIS Add-In ID folder {xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx}
DON'T copy, but move the this Add-In ID folder to the Desktop10.7 which is located in the path C:\Users\username\Documents\ArcGIS\AddIns
1. Now the Desktop10.4 folder should be empty and the Desktop10.7 should have the Add-In ID folder
Open command prompt and navigate to the path C:\Program Files (x86)\Common Files\ArcGIS\bin and run the following command:
1. ESRIRegAddIn.exe {xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx}/u
Click enter and you'll be prompted with the error "Uninstallation Succeeded"
