Unable to access the item details page of basemaps in Portal for ArcGIS 11.4.

The error is not in the basemap itself, which is working as expected when loaded into maps or apps. To resolve this error when attempting to access the item from the item page, refer to the following workaround:

1. Follow the steps in the following documentation to deploy ArcGIS Living Atlas of the World: https://enterprise.arcgis.com/en/portal/latest/administer/windows/configure-living-atlas-content.htm#ESRI_SECTION1_D06BEDA59DFC4E788213384BFD89084C.
2. Once ArcGIS Living Atlas of the World is deployed, access the item from the item page link.
