Uninstall Microsoft Intellimouse and download an alternate software like X-Mouse Button ControlFrom the user in inc#634423:Another user pointed out that setting the TOC refresh setting in theAdvancedArcMapSettings to a smaller value had helped him with the sameissue - he has the same computer setup that I do.
