The Screening widget in ArcGIS Web AppBuilder does not display time in date fields if the layer does not have pop-ups enabled.

Solução Provisória

Enable pop-ups or create a string field and use field calculations to copy the date and time into the string field. Then, configure the string field to be displayed in the Screening widget instead of the actual date field.
