The pop-ups do not display in ArcGIS Maps for Power BI when adding a buffer for Drive Time to locations.

Solução Provisória

1. Open the Expand Map Tools button > click the Layer List button, and drag the Drive Time layer above. When zooming near to the point and hover over the location it shows the pop-up for the location.
2. Zoom out far enough that the location point is bigger than the Drive Time buffer, the pop-up is displayed.
