The Plan Routes tool in the Analysis widget does not add all outputs to the map in the Web AppBuilder for ArcGIS app.

Solução Provisória

The outputs of the Plan Routes analysis are saved to the user's account (if the option is selected in the Plan Routes settings in the Analysis widget). To get the directions, add the layers to a web map.
