The option, 'Draw this layer using the symbol levels specified below', remains disabled even after importing symbology using the Advanced symbol levels to a layer in ArcMap.

Import symbology imports the renderer. Symbol level drawing is a layer property coordinated with the renderer and may span multiple layers. Therefore, the symbology is not imported.
