Erro
The OfflinePackaging service output creates an incorrect URL if ArcGIS Enterprise is deployed using ArcGIS Enterprise Cloud Builder for Microsoft Azure.

Solução Provisória
The workaround is contained within this GeoNet thread:

These custom headers should be added to the app gateway rules:
- X-Forwarded-Url-Base: web adaptor context.
- X-Forwarded-Request-Context: this appears to be the same as the web context URL setting.
- webAdaptorID: web adaptor ID.
