The Map Layers widget in ArcGIS Experience Builder, when selecting the 'Show legend for all visible layers by default' parameter, does not toggle on the legend automatically for non-visible layers after toggling on the layers.

This is the designed behavior of API widget capability. Showing the legend for hidden layers is not a recommended behavior. In addition, the setting is for cases 'by default', meaning it only acts based on the initial visibility when the widget is configured and is not affected by follow-up changes at runtime. To put it another way, it only provides a default expand option.
