The Make Data Store Machine Primary operation does not complete successfully when an ArcGIS Enterprise deployment is set to read-only mode.

Solução Provisória

The only fix seems to be the following, though other possible workflows have not been tested:

1. Unregister ArcGIS Data Store from ArcGIS Server.
2. Perform a clean reinstall of the ArcGIS Data Store A and B.
3. Restore ArcGIS Data Store A:
   1. Restore the ArcGIS Data Store A using the restoredatastore command, which also registers it back to the ArcGIS Server.
   2. Register the ArcGIS Data Store A back to ArcGIS Server as a blank ArcGIS Data Store (brand new with no data) and import a WebGIS DR backup to the entire ArcGIS Enterprise site.
4. Register the ArcGIS Data Store B back to the site.
