There are limitations to adding layers as tile layers. Refer to https://doc.arcgis.com/en/arcgis-online/create-maps/add-layers-mv.htm#ESRI_SECTION2_C975F9EFD23C4EE0B52BC145C3989820. Adding the layer to the map through URL as an ArcGIS Server web service solves the issue. Solução Provisória

Navigate to the item details page of the hosted tile, click the drop-down arrow next to 'Open in Map Viewer', and select 'Add to new map'.
In an existing map, click Add, click Search for Layers, browse to and select the hosted tile, and click Use as Basemap.

Note: The scale dependencies are honored.
