This is by design starting at 4.13 as part of the performance optimizations. The API does not simplify non OGC compliant geometries anymore if they are being created on the client side. It is user’s responsibility to check if the geometries are correct. When updating features for server side services we still correct geometries if they happen to pass incorrect geometries. Simplifying geometries is labor intensive (affects performance) and this is why it's important to check this when creating geometries on the client.
