Whenever a feature is selected on the map and the editing workflow is opened, this is recognized as an update operation. That is why the calculated expression is re-calculating when the feature is selected again. The arcade expression is comparing the current attribute for the Notification_Status field shown in the Form (B) and comparing this to what is on the service (B), and because the values are the same it is showing 'No change'. This is expected behavior based on the authored script. If Back or Cancel is selected on the edit session, the original expected value (Changed from A to B) will be preserved on the feature.
