This is the expected behaviour. The .cpg file is only used if the database header is set to 0x00. Otherwise it is ignored. If is not clear in the documentation, please enter a bug to correct the documentation.Solução Provisória
Manually edit the .dbf file using Hex Editor and set bit 29 to 0x00 rather than 0x57.
