Scene layers cannot be selected in the Select Layer drop-down arrow when adding a Link Rule in ArcGIS GeoBIM.

Solução Provisória

After selecting Link Rules, select an element (door, wall, window, etc.) of the scene layer to create the rule for. This will select the correct scene layer to base the rule on.
