Resizing the legend a few times will cause it to no longer resize vertically although it will resize horizontally.

Solução Provisória

1. Add the border once the legend has been created through the legend wizard (right-click the legend > properties > frame tab).2. Convert the features to graphics (right-click the legend > convert features to graphics)
