As of version 10.1, the Server Manager application built on the .NET Web ADF technology is no longer being developed or having issues fixed.Solução Provisória
There are 2 workarounds for this issue:1. Use 'Add New Service' to publish a .mxd or .msd2. Uninstall ArcGIS Workflow ManagerNOTE: After uninstalling the Workflow Manager, the SOM service may need to be restarted and the browser cache may need to be cleared in order for the map resource documents to display again.Etapas para Reproduzir
